There are cultures in some countries in Africa that are in such dire need it seems that it is up to others to help, intervene, and/or provide the needs to help some of these cultures get back on their feet.
Many organizations are out doing what they can to meet the most immediate needs such as providing food and water. Money has been thrown at other problems such as fighting disease like aids, malaria, and diarrhea. However, all of the help is needed, but more must be done to achieve long term goals.
