Many would say the Rwandan genocide in 1994 was horrific. Beating a dead
horse, right? Because of its horrific nature, anything positive that came from such atrocities might be deemed as a step forward. That’s what many think about a recent law passed in Rwanda that requires its’ Parliament to seat females in at least 24 seats (30%). In September 2008, Rwandan Parliament became the first in the world to have women as a majority. Officials reasoned that women would less likely allow such activities like genocide to happen.
Many hail this as democracy. But as one fellow blogger argues - can we really label this democracy or are we comparing it against something no one wishes to happen again?
